Residency Permit in Cyprus for Third-Country National Cohabitants of EU Citizens

For third-country nationals (non-EU citizens) in a relationship with an EU citizen residing in Cyprus, Cypriot immigration law provides an opportunity for partners to apply for legal residence, provided that specific criteria are met and supporting documents are submitted.

A third-country national cohabiting with an EU citizen in Cyprus may apply for a residency permit even without a marriage certificate or civil union registration, provided they can demonstrate a stable and genuine relationship.

This process applies to situations where:

  • The EU national partner holds a Registration Certificate issued by the Migration Department of Cyprus.
  • The couple can prove cohabitation for at least three (3) years, with one (1) year of residence in Cyprus.
     
  1. Relationship and Civil Status Evidence
    • Non-Impediment Certificate or
    • Certificate of Divorce (if previously married) or
    • Certificate of Dissolution of Civil Partnership (if applicable).
       
  2. Proof of Cohabitation.
    You must provide evidence that you have lived together for at least three years:
    • Joint Bank Account statements covering three (3) years.
    • Joint Tenancy/Rental Agreement covering the same period.
    • Utility Bills: At least one in the name of the EU citizen and one in the name of the third-country national at the jointly declared address.

*The first 2 of the three years of cohabitation may have taken place outside Cyprus.
 

  1. If the EU Citizen is Employed in Cyprus:
    • Employment Certificate from the employer, stating the duration of employment and salary.
    • Certificate of Registration with Social Insurance Services and a detailed statement of contributions (for employees and self-employed).
    • Tax Declarations filed with the Tax Department.
       
  2. If the EU Citizen is Not Employed in Cyprus
    • Evidence of a stable and satisfactory income from employment abroad or other financial sources.
    • Bank account statements showing activity over the last 3 months.
       
  • Title Deed or
  • Rental Agreement in Cyprus.
  • Original Utility Bills: One in the name of the EU citizen, and one in the name of the third-country national cohabitant.
     

The Migration Department of Cyprus undertakes an extensive examination of the personal circumstances of the applicants to determine the genuineness and stability of the relationship. This process may include:

  • Verification of submitted documents and supporting evidence.
  • Personal interviews of the applicants where deemed necessary by the authorities.
     
  • The permit is typically issued for 1 year and is renewable upon submission of the application and continued compliance with the requirements.
  • It is granted solely for residency purposes, as the third-country national is considered a dependent applicant.
  • This permit does not provide the right to work in Cyprus.
