General Health System (GESY) in Cyprus and Migration Department Requirements

The General Health System (GHS), known locally as GESY, is the national healthcare scheme of the Republic of Cyprus. 

Established under the GHS Law of 2017, it promotes the principles of equality, fairness, and universal healthcare coverage, ensuring access to high-quality medical services for all registered residents.

Beneficiaries must be properly registered in both:

  • The GHS Beneficiary Record, and
  • The Personal Doctor (PD) List.

Non-Cypriot beneficiaries typically complete registration electronically or through a Personal Doctor, requiring their Alien Registration Certificate (ARC number) issued by the Cyprus Migration Department.

Access to GHS Healthcare Services

To access healthcare services under the GHS, individuals must be registered in:

  1. The GHS Beneficiary Record, and
  2. The Personal Doctor List.

Registration may be completed online or in person with a Personal Doctor.

In order to register, an individual must already appear in one or more of the following registries:

  • The Civil Registry,
  • The Registry of the Migration Department, and
  • The Social Insurance Services Registry, where applicable.

The Health Insurance Organisation (HIO), which administers the GHS, may request additional documentation or certificates to confirm compliance with the eligibility criteria outlined in the GHS Law of 2017.

Eligible Beneficiaries

Cyprus Citizens

Cypriot nationals and their dependants are entitled to GHS coverage.

Students under the age of 26 who are studying abroad remain eligible, provided they are enrolled full-time in a recognized institution of higher education accredited by the competent national authorities of the host country.

European Union Citizens

EU nationals may qualify as GHS beneficiaries under the following circumstances:

  1. They are employed or self-employed in Cyprus;
  2. They hold a permanent residence permit MEU3;
  3. They are dependants of an eligible beneficiary; or
  4. They are insured in another EU Member State (holders of an S1 Form).

Non-EU (Third Country) Nationals

Third-country nationals may be eligible if they:

  1. Hold a permanent residence permit in Cyprus;
  2. Are employed or self-employed in Cyprus;
  3. Are dependants of an eligible beneficiary; or
  4. Are insured in another EU Member State (holders of an S1 Form).

Additional Insurance Requirement by the Migration Department

It is important to note that, as per the Cyprus Migration Department’s requirements, both EU and non-EU citizens must obtain private medical insurance in addition to their GHS registration.

This is because the GESY system does not cover the repatriation or transportation of remains in the event of death (“transportation of corpse” benefit). Consequently, the Migration Department does not consider GHS coverage alone as sufficient for residency purposes.

To be recognized as fully insured and compliant with the residency requirements, applicants must therefore maintain a private medical insurance policy that includes this specific coverage.

Scope of Healthcare Services

The GHS provides a comprehensive range of medical services designed to ensure equitable access to healthcare for all beneficiaries.

Covered services include:

  1. Outpatient care: consultations with general practitioners and specialists, diagnostic testing, and medical treatments.
  2. Inpatient care: hospitalization and medical treatment in public and contracted private hospitals.
  3. Pharmaceutical care: access to prescription medication and approved pharmaceutical products.
  4. Preventive care: vaccinations, health screenings, and educational programs.
  5. Rehabilitation care: physiotherapy, occupational therapy, and speech therapy.
The GHS aims to guarantee universal access to essential healthcare while maintaining high standards of quality and efficiency.

Coverage Limitations

Although the GHS offers extensive coverage, certain services are excluded, including:

  1. Cosmetic and aesthetic procedures;
  2. Experimental or unverified medical treatments;
  3. Services rendered by non-contracted healthcare providers; and
  4. Services provided abroad without prior authorization by the HIO.

Additionally, co-payments may apply to specific services such as doctor visits and pharmaceutical prescriptions. These modest contributions help sustain the system’s financial balance while ensuring continued access to essential care.

Public–Private Sector Collaboration

The GHS operates under a public–private partnership model, integrating healthcare providers from both sectors to deliver comprehensive medical coverage. The Health Insurance Organisation plays a central administrative role, managing contracts, reimbursement mechanisms, and regulatory compliance.

Public healthcare institutions primarily provide hospitalization and emergency services, while private sector providers contribute specialized medical and diagnostic services. This collaboration enhances the efficiency and accessibility of healthcare services across the island.

Through this integrated structure, the GHS ensures equal access to quality healthcare for all residents, irrespective of income or social status.
